IRB Review Services

Independent Review for Human Subjects Research

TIER IRB is an independent Institutional Review Board registered with the U.S. Department of Health and Human Services (IRB00014054, parent organization IORG0010811). We review and monitor research involving human subjects, with the authority to approve, require modifications to, or disapprove research. Because we are not tied to a university or research hospital, we can offer a responsive, affordable review to researchers who do not have an institutional IRB of their own.

What We Review

  • Social-behavioral research
  • Educational research
  • Program evaluations
  • Exempt review for federal grants to nonprofits
  • Expedited review for qualified research
  • Consumer preference studies
  • Technology projects
  • Exempt projects, emergency reviews, and investigator-initiated studies

We review research conducted in the United States. We do not review drug trials or biological research.

Who We Serve

Community-based nonprofits, small organizations, program evaluators, graduate students, and single investigators who need a credible, independent ethical review without the overhead of a large institution.

Additional Services

  • Board Member Consultancy (Pre-Review): talk through your protocol with a board member before you submit so gaps get caught early.
  • Informed Consent Development: clear, compliant consent documents written for your participants.
  • Document Rush Requests: faster handling when a grant or dissertation deadline is close.

Every review is guided by the Belmont Report’s three principles: respect for persons, beneficence, and justice.
